Having heard this question asked and answered previously, I can relate to you the answer I have heard. First, teams that find out late in the game that they have qualified by default may not be prepared to compete at the high level of performance expected at the Worlds.
Second, if all the teams that qualified for the Worlds attended, then the number of slots allocated would have to be reduced from the present 12 teams per Qualifier.
As I have said previously, there is a desire to keep the event at a manageable level to maximize the feeling of exclusivity that people enjoy when competing at the Worlds while still allowing as many folks as possible to have the experience. You are obviously too young to know what it was like in what many refer to as the "good old days" of the sport when only 12 teams in the entire country qualified for the Worlds. Last year, at the Skyhoundz worlds, by comparison, 126 teams competed for four World Championship titles in Chattanooga. Every one of those teams got a ton of free stuff and invites to quite a few special events (all free) during the Worlds.
As an aside, I know for a fact that Hyperflite, a modestly-sized company, spends far more on the Skyhoundz World Championship each year, than corporate-giant Alpo ever did when it sponsored the AWI World Championship back in those "good old days." To expect more from the most generous and loyal sponsor in the history of canine disc sports would be asking a bit much I think.
In the future, when Hyperflite is able, I am sure they will do even more for the sport and its participants than they already do. The principals have a deep and abiding love for canine disc sports and their heritage is our heritage.
